Well you aren't far off. Most contracts state: if the dog leaves the house prior to being altered, it will be spay/nuetered in a certain time frame. Some breeders even go so far as holding back registrations until they have vet documentation that it's been done. However, I've heard of some owners (on pets that you've placed out of your area) falsify documentations. So, it goes back to either altering them before you place them or only placing with whom you know and trust.
