 Peanut, you are a such a kind soul and I know you're trying to do this in the "right" way. In this situation, there is no clear "right" way - other than getting this helpless creature to safety. I implore you not to wait another minute. Save him now.
 
 If a child was neglected, abused - there would be no discussion whatsoever: CPS or a relative or whoever would swoop in, rescue the child, get the child to safety, and THEN discuss if applicable (even discussing if/when child goes back to abusive home). PLEASE GO GET THIS CHILD, DARLIN'!
 
 The manager can follow-up as planned and inform them the dog is being held in a safe place until the proper discussions have occurred. You don't know what these people will do if confronted AND the dog is still there - what if they just turn it out? What if they give it to a friend/relative who could care even less for it?
 
 PLEASE GO GET HIM, PLEASE PLEASE PLEASE!!!!

  I think in another situation she'd have already saved this yorkie all by herself with no help from anyone BUT - remember - she is the 
ONLY neighbor.  What you're saying is to put herself in danger of retailation and that isn't the way to do something like this.  This must be weighing heavy on her heart and she's doing this the best way for her.  IF there were lots of neighbors I think it would be different...but they'd know it's her if she made a move. She just can't go snatch this yorkie much as she wants to.
