I would put a cat collar on her/him. There are safety collars that break apart when the animal pulls too hard. I waited until my boys were older for their collars. They wear the collar 24/7. They have their rabies, dog licence, and an 800 number if found on their collar. When they go for walks, I use their harness, not their collar. I would wait until your puppy is older to put on a collar though...Right now the puppy probably is scared of everything.
