I've never seen that done. Generally if the hair on the legs are cut short then the rest is cut to match. I do the opposite on one of Yorkies. I cut the body very short and leave the leg hair long, as well as the head and face, tail and chest.
I have a sister named Anna Lou in WV. and she has a daughter in KY. I have never heard that name on anyone else till now.
