Only time will tell. Some start out bigger and slow down or you could have a runt that ends up being ten pounds.
Some stop growing around six to eight months. Then, there are some like Gus that stop growing at a year but continue to fill out for another six months.

As for the parents, you have to know more than just their size. Mom and dad could come from lines that are all around that size or they could come from larger yorkies and yours could end up just like his grandfather or great grandfather. Just like with children.

I think you are right. Considering his weight at nine weeks I think he will be bigger than what the breeder told you but you never know.
