I believe to file in small claims court you have to file in their state. I guess I would stretch the truth and tell her that your (some relative) lives in the State of Texas and will be filing the small claims on your behalf. You will then see her in court to which you will also be suing for travel time, airline tickets to go to court, etc. Hopefully this will scare her into doing the right thing.
