It is your business. I do Yorkie rescue and the law says that as long as the dog has food and shelter there is nothing you can do about it. Shelter meaning a dog house. Food meaning, a water dish with water and a food dish for food. I don't know if anyone else has posted this previously, I don't have time to read all the posts.
I tried for months to get this little 5lb baby boy from a lady that just kept him outside. He was out in the winter (I live near Philadelphia) and the summer. It didn't matter,he was out. I had SPCA go out and he was up to date on shots, he had a dog house and food and water. Thus,he was not neglected. Nothing more I could do.

To boot, her boyfriend was a cop and I was instructed to stay 100 feet away from her property or else I would be arrested. If I didn't have 3 dogs of my own to care for and a son, I would have taken him.

The next door neighbor has reported that the dog has not been seen for 3 months now. Bless his little soul. I tried!

Be careful. You don't know what your dealing with and you have to live there.
