I'm confused by what you are asking--glad to see I am not the only one --but I'll take a stab at it. What you have described here is what breeders try to avoid. Limited reg will (hopefully) prevent the dog from being bred, or the dog is altered before leaving the breeder or there are certain stipulations written into the sales agreement set up (hopefully, again) to legally require the new owner to have the dog altered.
