if she really has to go then she should remember. in this case, since you can't go outside, bring her back in and crate for 5 minutes, then go back out, i would keep her in the crate more often and then bring her directly outside when you take her out of the crate so she has no choice on where to pee and poop other then outside.
with morgan i kept her in the ex-pen while eating and for a half hour after eating. Then we went directly outside and i stood there and waited and waited and waited for her to pee and poop. after that we went back inside for a treat and play time. When she lost interest in directly playing with me and started wandering i would put her back in the crate for another hour or two and then take her back out again. too much roaming time leads to too many accidents.
