Well, I wrote to Admin, and this was their response.
"We do not allow threads seeking or offering stud services. Please directly contact breeders which you may be interested in working with. Thank you."
So we have it, So stud services can be offered here.
But in the rules it does say its allowed, but since Admin said no I'll listen.
