When-ish does their adult hair start to come in??

Chloe has about 3 hairs on the top of her head

and Mommy really loves bows and topknots, but can't put Chloe's hair up yet because it doesn't work out. I have one bow that I can get in, but I've only put it once for pictures because I have to pull her hair a bit to get it in and it's really tight

Also, her hair is very fine & *fluffy* and doesn't feel like real hair. It feels kinda like a REALLY soft cotton ball. Is that a puppy coat? Her Mommy & Daddy's hair was normal...
