when I got my little girl she acted the same way,then Ifound out she was trying to be the dominate one over the male,if they bite at each others mouths that could be the case,my male descided it was ok for her to be the boss [actually he figured out she was a girl]and it slowed down alot, everyonce in a while she needs to prove she is still the boss [actually he lets her think so,cause he{all boy] knows she is [all girl] and "if she ain't happy,no one is happy" so is the first dog a male,if not it could be a dominance issue, they will work it out, the first dog knows its still a baby,but will smooth over in time,even if it means dog no.1 takes a good nip out of pup2,good luck
