I am very sorry to hear about Bear! You could get another opinion regarding his leg. Bear could be depressed about his leg and not eating due to that. Maybe try some treats as food? Chicken meat, or something special for him and see if he likes it...
Leg surgery to pop back his kneecap is pretty expensive if you do decide to do it.
