Wow, this sounds like my Zoey. She did this too when she was little. I feel your frustrations also! She would go pee and then run and go pee somewhere else in the smallest puddles! I will say by 6 months we had stopped this completely. Do you use potty pads? For awhile until she got older we had to take water away after a certain time too, she was peeing in bed like this.
