I have seen GPS collars but the microchip is only a chip with a number that can be scanned and it tells the vet who the owner is. If my yorkie was stolen and never taken to a vet , I could never find him. Also when a person comes in to a vet for the first time. The vet never scans the dog because it's a new patient. I've had 2 vets and neither scanned my dog.It was only after I got curious and asked my current vet if she could show me how it works. It looks sort of like a price scanner and she scans his back and a number shows up. She types that number in a website and all my info shows up.
I have thought about getting a GPS collar but if my dog is missing ,anyone who finds him might remove the collar

My dogs NEVER are left outside for a second. I'm just paranoid like that...
