Default Wee-Wee Padd Training

Hi, my yorkie is 16 weeks old and since day 1 had no trouble using the pee-pee pads. Then all of the sudden about 2 weeks ago, she decided that she didn't want to use them anymore. I thought it was because I had to buy an emergency pack of pads that were different from the ones that she had been using, but I don't think that is the case. Everytime I catch her going I say "no" and pick her up and put her on a pad. Sometimes if the pad is in a different room she will pee and stop while I am saying 'no' and run to the pad and sit next to it and look at it. Like she is trying to tell me, "i know, I know, I was supposed to go here" but she does it continuously. Or at night I put her in a open crate right next to my bed and she will go everywhere but the pads. am I missing something here? Can anyone offer any advice on how to help break her bad habit?
