Why don't you encourage your girlfriend to volunteer at a shelter for a little while... It might not be the same thing as having a dog but she can help dogs in need.. After doing that, maybe she will relaize it might be too much work to get one of her own, or maybe it will make her realize if she does want one, she might need prioritize a little bit..
