It's just excitement peeing. A lot of puppies do this in the beginning. The best thing is to approach her without a lot of fan fare so she doesn't get all amped up and start the peeing.
As for the using the bathroom in the house my guess is that she hasn't associated the bathroom thing with outside as yet and only sees it as play time. Try taking her piddle pad outside and putting it where you want her to go so she can get the hint.
