A very experienced breeder told me once that a pup can't mark where he can't get to. He needs to be confined and given "house roam" when he learns the rules. From what your saying he is making the rules already. Give him a small area to live in unless you can keep your eye on him at all times. A spray bottle of water will help scoot him away if he lifts when he's loose. I find the bottles helpful so you feel like your not yelling NO all the time. Belly bands are a life saver! I have many if you would like me to send you some to try. (I foster Yorkies)

Be consistant with him and please neuter him. Long term it's in both your best interest to do so.
