I really don't understand HOW you are planning to use a shock collar. Could you maybe explain that a little more?
You definitely need to teach your dog basic commands like come, sit, and stay. It's the only way to keep your little one safe. Even if you went with an electric fence (or whatever it is you plan to do with a shock collar), there can still be dangers in your own yard that you need to call your pup away from. As was said, electric fences don't keep other dogs out. IMHO, taking classes is the most fun way to train your dog.
In the meantime, here are a few ideas. Hopefully, one will help!
1) Keep your dog baby-gated away from the front door OR
2) Never open the front door until you pick up your dog (or shut her into another room) OR
3) Put a baby gate across the front door - on the outside - so that it is always there and pup can't get out OR
4). Keep a leash on pup so that you can grab it before opening the door.
