The training book I have suggests putting them on a lead/leash when you take them out in the yard to potty and not letting them "wander" on their own. Keep them on the leash and only allow them to go within a few feet in a circle around you. They'll get bored and pee and then you can praise them, give them the treat, etc. If you let them wander, they will use "potty time" as a way of getting you to take them out for a good time instead of the serious business.
