Default Need Advice On A Baby Behavior

I just brought home a 12-week old puppy thanks to a fellow YT member. The problem is that he keeps trying to nurse on my 14-year old male yorkie's wee wee and, because of this, my 14-year old growls at him whenever he comes too close. How do I stop the baby's attempts at trying to nurse on him? Tahoe was growling for the first day and a half and the puppy seemed to distance himself, but I caught him doing it again yesterday, despite Tahoe's growling. This little guy is fearless and he keeps trying.

Any advice? Is it still too soon to be worried? I only picked him up on Saturday.
