I do agree it's not the dogs fault. Some people should not be dog owners. Some people need to have animal control called on them. If they can't contain their own pet then maybe it will make them realize that they should give it to someone who can better care for the pet instead of animal control coming out a second time and seizing and possibly having it put down.
