Eek! That poor doggie!!! SOMETHING has to be done. The way I see it, the options are:

A. Call the apartment manager. They would most likely talk to the lady and she'd have to find a place for the dog. (Or find a new home for herself!)
B. Call animal control. They could possibly take the puppy and take it to a shelter or something. Do you know if the local shelter has a no kill policy? If it doesn't, yes, it may get euthanized or very likely someone would adopt the dog. I tend to think (and I could be wrong) that a purebred, small doggie has better odds at adoption than a larger dog?
C. Talk to the neighbor. I'd probably advise against this option - just like no one likes to be told/advised how to raise their child, no one likes to be told/advised how to raise a pet.
D. Do nothing. The doggie could get stolen (then again, maybe the thief would take better care of the dog?! Playing devil's advocate here.)
Or the doggie could be hurt outside.
Or the killer big dog could get to it.

I think you should listen to what your mind tells you...I ordered the things above in the order I would do it.
Last, is there a rescue group in your area? Maybe they can provide some guidance?
