If the lady next door is not nice as you've indicated, she will probably tell you that you should mind your own business and it isn't her place. While you might be able to educate the owner, if they are this ignorant to begin with they just might not really care and take it out on the poor dog.
What about contacting a yorkie rescue group and asking for their advice/help?
