 You need to help
This is animal cruelty as far as I'm concerned. You have an obligation to look out for this poor animal. I wouldn't hesitate to do something. If you can't talk to the owners, then call management of apartment. The dog would be better off with someone else. It is cute and I'm sure if the humane society had to pick up this animal it would get a good home.
Take action as soon as possible before something happens.
