Sounds like you have a fiesty little fellow. Possibly try using some of the puppy training spray on his wee wee pads. The pads themselves are not attracting him enough to make him understand their purpose. Start with 3 pads in 3 places that he seems to use the floor. This will be stinky, but it's for his own good and your sanity, LOL. Also pick a place outside and spray that one area also. I think once he understands that your floors are not the acceptable place, the pads are, he will start using the pads. If your 3 year old is outside trained, try to focus him on outside training too and use the pads inside for emergencies. You can reduce the pads to 2 pads and then one and eventually none. Also buy some Nature's Miracle and treat the spots on the floor he used previously. In other words, I think he needs reinforcement by using the spray scent. I have had pups that were fiesty like that and it is a plan of action that works in many cases. He is too busy playing and exploring to take the time to potty properly, he does not think it is important, he would rather be playing, so you have to get his attention on the proper place and enforce it and reinforce it.
