I honestly don't remember if it has a harness hook thingy on the inside because I never used it and it's at home wrapped up in my closet. LOL But I can check tonight when I get home from work and post the answer.
As for measurements, it's about 9 1/2 to 10 inches high. It can fit under a seat in an airplane (airline approved) if that's any help.

It also has a roll down flap window for your baby to see out. Since it has the roll down window, it would only make sense for it to have a harness hook inside because what would prevent the doggy from jumping out once the window was rolled down? I'm pretty sure it has one but let me just check to make sure before I say it does.
