I see where you're coming from and agree it can be frustrating. I just know that one or two good successes can mean a world of difference. I've never pee-pad trained, and it seemed easier for me just to put them outside and wait until they did their business before praising. Also, I'd praise them on a walk when they peed.
Pee pad training seems more difficult to me. Hopefully, someone with more experience will help you guys out.
