With you, it sounds like you're confusing Gizmo. If your saying NO is getting him to stop peeing, then don't say NO. Just put him on the mat and say YES!
And Sammietheyorkie, all I can say is I don't think you're trying hard enough or have been lucky enough. You have to catch them in the act of a success for this to work.
