Well, unless you are trying to sew a D-Ring onto an actual little harness, why not go about it a different way. Tia has a sweater that has a little button hole on the back. When she wears it, I put her harness on first, then put her D-Ring through the button hole and attach the lead to it. I think cutting and stitching a button hole might be easier than risking your life with a D-Ring! If you are trying to attach teh ring to a little vest so that the vest itself is the harness, then I don't have much help to offer.
