Have you tried putting them in the kitchen with a gate? It is difficult once they have left marks and unfortunately cleaning does not remove the odor. Not sure if placing them outside after the fact will do much good. They are young and don't understand. I remember being very consistent about taking her outside at regular intervals, and when I wasn't home or busy in another part of the house, gated her with her pee pee pads. It takes a while and they catch on. Good luck.
