i usually use photoshop, but if you don't have paint or photoshop, you can definitely use IrfanView.

also i heard it's $25.00 to post in here.. A member had already donated $20.00 but she said that it still wouldn't allow her to post until she donated 5.00..
but on the rules it says 20.00?
