The two things that jump out to me in that list is the garlic powder and salt.
I don't allow either of mine to have either of those things and the protein percentage seems high for a yorkie, especially if he's eating it all in one serving (I don't feed mine anything over 28%). I think Merricks make some jerky strips that you might be interested in, you could also try giving him a bully stick and see if he liked them. My two love them and just one of them will last them days!
