Why not volunteer at your local Humane Society or animal control place? They need dog walkers, etc. Maybe this would help until you could live in a place that would allow a dog. It is tough when you have always lived with dogs not to have one.
As hard as it is and unless your manager allows it, it just wouldn't be fair to the dog if you got him, loved him and then had to find him a new home because you couldn't keep him. It would break his heart to have to go live with someone else along with yours.
