Steve, he is only teething at 2-3 months. Those are his baby teeth and eventually after 6-7 months, he will lose his baby teeth. You can brush his teeth to get rid of the bad breath. Also, wet food has a higher percetange and contributes to bad breath, dry food is better for them. What kind of food are you feeding? Don't get me wrong, it's OK to feed wet food every now and then.
