I have two Yorkshire Terriers that are 10 and 9 months old. My female dog is in heat for the first time and my family wants to breed them. My male is going crazy and is mounting her every chance he gets. The problem is that they aren't "locking" or "tieing". What can I do to get them to lock or tie?
