In NYC you can bring a dog just about anywhere if you carry it. I've never brought him into a big supermarket, but my little neighborhood supermarket lets me bring him in. Subway and most other take-out food places have allowed me in with him. If they don't let me in, I just give my order from the door and someone brings it to me. I always carry him, and everyone fusses over him.
We don't have a Walmart in Brooklyn, but I doubt if they would be able to let him in because of the food department. Small stores can make their own rules, but Walmart has to follow corporate rules.
