How awful! My 2 are not allowed in the yard, though, unless I (or my son) am right there with them. Any time they are near the pond (and it's a very small one) I am standing right there with them, too.
Since he fell in when he was tiny, I've put in solar lights around the perimeter and I can see every move they make even at night.
