That is the typical Yorkie coat and the reason a lot of folks just give up and get a puppy coat. They really only look soft and beautiful when they are bathed dried and brushed.
Most everyone takes pictures and posts them right after being brushed, otherwise they do tend to look "stringy". Go to a dog show and watch how the people take care of their Yorkies while waiting their turn in the ring. The Yorkie is generally standing on a table and not moving and the handler has the brush going on it all the while.
