I don't know how much damage they do to flowers, but we live in the country and the neighbor lets his dog run the countryside. He always (well used to) came and peed on my evergreens and it turns them brown. Something about the amonia in their pee..?.. Anyway, we made the neighbor understand that if his dog came to our house again...we would have to take him to the animal shelter. If he didn't care enough about his dog then maybe they could find someone who would care.
