Default From inside to outside...

I've had my Yorkie, Bianca, for about 4 months. I got her in November and we had a really harsh winter, so every time I tried to take her outside, she wouldn't go to the bathroom outside. So I was using peepee pads inside and if I put her directly on it when I KNEW she had to go, she'd pee on it. She's never pooped or peed on them on her own accord. So, now that its warm, I want her to start going to the bathroom outside ALL THE TIME and no more going in the house... she's ruining my carpet! I take her outside frequently, but I think she just gets so excited to go outside that she won't go while she's out there, she just wants to run and play. She pees outside sometimes, but she's never pooped outside. I don't know what to do, and it's driving me crazy!! What do I do to get her to stop going in the house and start going outside?
