It's never too late to start the brushing. I started forcing Lex to brush his teeth about two months now after he had his cleaning at the vets. I brush their teeth when I bathe them. I like the little finger tip brush. Makes it easy to do.
The bath frequency should depend you and your dog. I bathe once a week because I hate stinky dogs. Your dog won't get sick if you dry them well. I usually bathe them once a week or maybe twice if they need it. It depends if they have gotten into any thing and how their coats are looking.
