That is very disturbing to say the least.
Those people obviously have some serious mental issues that need to be dealt with. I feel very sorry for the owners, but as horrible as this may sound, I can't help but think they are partially to blame.
I can't help but go back to this though. They said they saw the men near him in the parking lot earlier that day? Why on Earth was a 2 pound dog (or ANY dog for that matter) left alone outside where it was even accessible to anyone in the first place.
