I would call airlines directly and speak to them, they are updating pet policies all the time as more and more people travel with them. (you have to call them directly and make a pet reservation, as only so many are allowed in the cabin at a time)
You will need a vet certified health certificate to fly with your puppy, the airlines will also charge a fee ea way to fly. It may be less expensive to hire a bonded pet sitter to come to your house and take care of your puppy. or have a friend or family member take care of him and offer to pay them or bring them something back for their time.
