I feel your pain! This happened with Tatum when she was a pup. I thought I was brushing her well enough but found out after about 4 baths (little over a month's time) that I wasn't getting all the way down to the root. With a lot of help from Infusium 23 leave-in conditioner and a good comb, I managed to get them all out and now use a comb exclusively when grooming after a bath. I only use a brush after she's dry to finish it off. Try conditioning the heck out of him and use a good leave-in conditioner. You can always re-bathe him after you get the mats out if he has too much conditioner on him. Good luck!
