I would do the same. I for one, finds it very disturbing that people who owns big/small dogs and off leashing them in public parks/areas that requires them to leash their dogs. For small dogs, it is dangrerous because I live in the city and cars are everywhere. I also have many people doing that in my area and it irks me because they own dogs like German Sheppard, Boxers and my Yorkie and myself are both small size. Any of those dogs run after me or my Yorkie, I will not be able to fight them off. I have a Boxer in my area that is often off leashed and I have seen him in hunting mode when he sees puppies/small sized dogs. Once, the boxer was on leash and walked near me, I carry my baby off and I did have a short conversation with the owner about letting his dog off leashed when he is not supposed to. He 'thinks' that his dog is not getting enough exercise on leash hence he off leashed him. I think he probably is lazy to be pulled around because that is what his dog does. The owner is at fault for not training the dog especially one with that kind of strength. I will report him if I see him off leash his dog again. Enough is enough.
