A chip definitely can be removed, same as a standard surgical operation.
However, given how small those little things are, the injection/needle is a LOT more traumatic than the chip. As long as it's "professionally" installed I seriously doubt if there will be any problem with it. And, from what I read, any that have quit working for some reson, are not removed. A new one is installed near the same spot.
