Sounds like he is training you! Crate him for a couple of hours, then take him outside on a leash. He will get bored on the leash and eventually do his business. If he doesn't do it in 5 minutes, put him back in the crate for 30 minutes and then repeat the outside on the leash part. Keep doing this and forget the pee pads. When he does go potty....go crazy with praise and a treat. He'll get it!
Having said all this, I haven't been doing this with Lexy because of my knee surgery. I was going to do it with her all weekend, but it rained all weekend, and I thought I'd wait until the weather is good. I'm also gonna hang a bell from the back door and ring it everytime we go out so she'll learn to signal us that way.
