the doggie door sounds like a good idea-you can get them similar to cat doors for glass or wooden doors.They are much the same price.
Otherwise,if he isn't really needing to wee,he may be bored and looking for something to do.Does he do this after a good walk? Or,if the weather is good and you are home,you might want to leave your outside dor ajar-in Summer I had my glass sliding doors to the deck and yard open constantly if we were at home.
